Open Questions on The Wire, Season 1: Tying up a few loose ends, I'm trying to get a couple of questions answered:

Who is the leak who tells the Baltimore Sun that Harvey Gant was a witness in a drug murder? Judge Phelan says that jurors, baliffs, and witnesses might talk to the press, but no one is ever fingered for the leak.
Why is Santangelo put on a foot post at the end of the season? He gives Rawls his clearance, and for a while he was willing to act as Rawls' eyes and ears. Who has he pissed off that he deserves to be demoted?
Why does Stringer Bell violate his own rules and tell Bodie to ice Wallace while sitting in a car?

Any ideas would be appreciated.

The secretary [of Transportation, Norm Mineta] said a sweeping fuel economy proposal unveiled Tuesday by the Bush administration would lower gas bills for sport utility vehicles like the Navigator and other trucks. It would save $800 million to $1.3 billion over nearly two decades when the higher upfront costs for more efficient vehicles are included.

But the plan conflicts with air quality rules passed by California. The administration supports legal efforts by automakers to turn back the rules, which sharply curb tailpipe emissions of global-warming gases.
